The problem here is the Family based immigration visa. For non-immigrants, they have no problem. As long as the consular is convinced that you will return to home country, they give visa for all H4, F2 spouses and children.
When it comes to the matter of immigrant visa (PR), they have to go through the numerical limit every year. That has kept the family based category in waiting list for a long time.
Here are few ways to get around this:

1. Through US Citizenship:
wait for another 3 years. After five years, you can apply for US citizenship. Keep all the records clean - no DUI, no reckless driving, no money laundaring, no visit to prostitute, no domestic violence...etc. etc. It will take about one year to complete the naturalization process once you apply. Once you are US citizen you have two options:
a. Go to Nepal, marry our own wife again. Don't tell the consular that it's your second marrige to your wife. Register your marriage in VDC, show all the proof of marriage (photos, videos, your relatives le bhoj kha'ko sabai) on that date. Not this ashar ko photos, but photos after four years. Ke garne sathi yestai chha yahan ko chalan.
b. Call your wife (don't tell the consular that she is your wife, she is only your girlfriend). Here is a catch - write her emails/letters every week/month as a girlfriend for another three years. Show the proof that you are really committed to marrying her. She can come to Fiance visa here. Go to Las Vegas for your marriage and honeymoon.
2. Through non-immigrant visa for your wife:
Another way is to call her here in F1 visa. Get her enrolled in a good school, complete all the formalities. Don't let the consular know that you are her husband, already an immigrant with DV visa. Once she is here, enjoy your honeymoon (can start right after the airport, but wait for one semester before you get married here again). Apply for derivative status, wait for 4-5 years for getting her green card. Don't loose her F1 status until the visa number is available (which is backlogged by 5 years).
If she is here on F1, change her subject to Nursing. Send her to a community college for an Associate Degree in nursing for 2-3 years. Once she gets RN license, she can apply her own green card (at least this category is open for foreseeable future). Remember LVN or LPN won't work for green card application.
3. Family based immigration:
Get all paperworks of your marriage. Apply immediately to the consular office for her immigrant visa. Wait for 4-5 years until the visa number becomes available.
