You need to ask individual lawyer if they are registered to this program.  Remember, the lawyers don't get much cases these days, that's why they might charge high amount. Find someone who you know personally.

Bro there are bunch of them looking forward to make money, go to any dalaal firms near the malpot and bhumi sudhar office there will be lot of them. Ask them not to pay much money I thing 50-100 should be enough but if they know u r from abroad and trying to get any document to show here they may try to charge them a lot..

i mean ask ur brother/sister/dad/mom whoever goes to make the document

I went to the office which is located at the corner where you turn right from Thapathali to Babar Mahal.  It is just above a tea shop and there is a sign as well.  Although he has a rate, if you have several copies, you may get discount. Just be polite.
