This is 20th century and more than 50 years of Nepali democracy but we have not seen rapid or much development changes in:

(1) Political
(2) Governmental and legal
(3) Social, Cultural (Civilization)
(4) Educational, Health
(5) Infrastructures (Drinking water, Transportation, Communication, Road, Electricity, Industrial, Agricultural)

However, we see lots of changes un-necessarily for your major and basic needs:

(1) Fashion & fun - movies, musics, parties, celebrations
(2) Prostitution
(3) Gambling
(4) Foreign employments
(5) More Corruption and Crimes
(6) More Bad Population than Population of Educated and Skilled
(7) Pollution and bad economy

Remote Western Villages are as if like villages of Nepal in 17th century. Nothing changes so far???..

NO change in system.
1) Goverment
we still operate like medieval state. The state manily exist to enrich the king and durbar and to increase theri power and dominance. Not so of modern state. Notion of the modern state is that it should not only maintain order but also improve living standards and transform society in keeping with the modern world.

As nepe has said earlier 90's democracy came running into someone elses back. Even the freshly elected officials were unable to differentiate situations instead of king and darbar now it became parliament and parites. It create more mess by adding new power in play.

We as a nation never able to differentiate between Authority and Power. We confused both as a same due to it ppl who get elected act like a god and put country in mess called maobaadi situation. Authority derives from constitutional legitimacy and respect for instituions such as judiciary, parliament, a permanent bureaucracy and press, whereas power is really the power to coerce and enforce the will of the state. Authority is abstract while power is physical.

2) Judiciary
Our performance in this area is not something we can be proud of. Even after so called democracy of 90 but instead situation get deterioted. We use this power to demolish the people who have different opinions than ours. We have a encounter and haraasing policy. So bad is the situation that even press generally laud this just cuz of their political affilization to certain party, not realising that the situation can go out of hand and devour innocent and sometime even themselves being a victims too. On a more layman level, not many people obey the traffic laws like stoping in red lights,or throwing waste in proper places. People who obeys that are considered foolish.

Whole instituion from which our state should derive authority is in poor state. we all know the quality of justice in our lower courts is always in suspects.Cases are routinely rigged and overturned. Several thousands cases are clogged in lower and higher courts. The delay in justice had a devastating impact on orderly civil and commercial transaction and leads to broken contracts and agreement.
Even the state has begun exploiting the sitution like this. for example the people who have lost their lands due to yearly flooding of koshi river are still paying the land tax for the land they don't have any.

3) Social and Cultural:
We have created morally corrupt society. What to talk about aafno maanche policy. Wrong ppl are getting position in right places. Corruption is so wll entracned that one is not required to dwell on it. The saying " to enjoy power" has acquired different dimension. Coruption whis is worldwide phenomenon is so wide and open one just pretend not seeing it. They can even be condoned as inevetable and a small price to pay in a country where shycophancy and flexible notions of morality are becoming inherent cultural traits. That is if the people benefits from the expense of state.
Here i want to add small para by Harka Grg.

The old legal code, was revised nine decades later (1963) by amending some penal clauses on untouchability. Nepal Constitution-1990 guarantees the right to equality by stating that the State shall not discriminate against citizens on the basis of religion, colour, sex, caste, ethnicity or belief (Article 11.3). However, the above Constitutional right is negated by a clause in the Muluki Ain as amended in 1992 which states that the 'traditional practices' at religious places shall not be considered as discriminatory. This means that those castes once categorised as untouchable would still have no access to shrines and temples. In the same way, adherence to 'traditional practices' would imply exclusion of ethnics and lower castes and, therefore, inequality in other spheres also. Thus, social discrimination and untouchability has remained a fact of everyday life in the world's only Hindu kingdom.
Muluki Ain doesn't specify about the Madhises either. Hence creating a mess society which encourages distrust among nepali people.

4) Educational, Health, Infrastructures (Drinking water, Transportation, Communication, Road, Electricity, Industrial, Agricultural)
Nepal's record in improving the liviing standards of a majority of its people is abysmal. Nepal is among the bottom five in the world bank's annual development report. Almost 40%(according to nepali goverments claim) of the Nepali population live below a reasonble poverty line. Nearly 60%of Nepali are illiterate. Infant morality is 48 per 1000 births. On all infrastructure indices we are wll below, forget South Asian counterparts we are in level with failed states like Ethiopia! Our goverment spends less money for health, education and other basic infrastructres than the cumulitive pay for bureaucracy. On top of it we nailed our own coffin by raising Royal family and palaces expenditure in expence of Nepali ppl.
Nepali bureaucracy has self-serving style to determine peoverty. Medical journals and WHO has said that a healthy persons need 2200-2400 cal. a day not to be considered malnutritioned mean u need the min. above amount to be fit and healthy person. Now our goverment have taken this statement and determines the poverty line. That is if u are thrown foodgrains that can deliver that much energy a day than u areno longer poor. Given the rise in food garin production and goverment investement by the ways of subsidies, it is no wonder every successive goverment is able to crow that poverty levels are coming down.

Nepal get rid out autocratic regime of Rana's in 2007. We get multiparty democracy and enjoiyed for turmoiled decade only to be thrown out. We, than have Panchayat system for next 30 yrs only to be again thrown by ppl and reinstating multiparty democracy in "90.
The failure of first decade very clearly set task for Panchayat system which result nothing. Upon replacing 30yrs ofpanchayat system by muti-party democracy in '90 againa set a new and clear task for new system. Instead we just went through a years not very different from those 30 yrs of panchayat or first decade of turmoiled party system after '07B.S. The same concentration of all powers, monumental corruption same uncaring attitude to the real problems of country. The same kind of statism. Only, instead of doting father we had a doting father in law. Liberalisation became Nepali Congressism or AMAALE ISM. Instead of seeking to restructure the system of public adminstration to make it more decentralised and responsive to people's need, it has shelved its call to debate the effectiveness of the system.

we spend less money in basic infrastructure than bureaucracy spendings. We say Nepal agricultural country but our spending is not that so significant.name any irrigation project we have started lately none. About 70% of people are dependent on agricuture, which acounts for 40%GNP. Similar goes to Hydro elctricity.

Clearly a mojority of nepali people have been bypassed. Not forgotton for they have to be coned into voting, thinking their lives are going to get better. This is the reason why we have seen when KG outthrow goverment and squeezed ppls rights, still there are ppl who believe on him and for that we cannot blame nepali public either.
We have made mistake in past in choosing paths. We have to make sure to have clear and long term goals for nation as well as some short term programme to give relief to nepali people.

Well said Swaati, we could definitely use a strong leader with a vision beyond all this mess. Did not knew the Muluki Aain (amended in 92) had that clause.

This is also one of the perfct example of spending less money in basic infrastructure than bureaucracy spendings. How long this will continue on tax payers money? Still ppl who are in judiciarly system do not understand the destinction in between authority and power hence they make this kinda decesion again and again. As, i have said earlier that
shycophancy and flexible notions of morality are becoming inherent cultural traits. That is if the people benefits from the expense of state. We are creating a corrupt society.

In kathmandu and Pokhara...

Increase... Lots of Hotels and Restaurent, Night disco bars, Liqor stores, Fashion, Prostitutes, Drugs and Gambling hotels, high price but low quality education boarding schools and futpatay singer and musicians....Illigel activities...

Decreaseing and going back ward... in

Infrastructures... like Roads, Electricity, Drinking waters, Transportation, Hospitals, School, Police posts, Border security, cottage industries and factories.

There is no patriotism and nationalism in the heart of Rich and City Nepalese people.
