I recently got my OPT extended, so I was planning to go to Nepal this winter. How safe is it to go to Nepal under OPT? BTW my F1 visa has already expired. Also how long does it take to get a new f1 visa (get an appointment for interview)?

Better not to go. The US embassy in nepal may not issue you a visa.  They might say your I-20 has already been expired.
