अमेरिका भ्रमणका लागि आवेदन दिएकी सामान्य प्रशासनमन्त्री पम्फा भुसाललाई दूतावासले भिसा दिएन

सामान्य प्रशासनमन्त्री तथा माओवादी नेतृ पम्फा भुसाललाई अमेरिका जान दूतावासले भिसा दिएन ।
ब्राजिलको भ्रमणका लागि शनिबार नेपाल छोडेकी मन्त्री भुसालले अमेरिका पुग्ने भिसा नपाएपछि तीन दिन लामो अमेरिका भ्रमण रद्द गर्नुपरेको छ । माओवादीसँग अमेरिकाको सम्बन्ध विस्तार भइरहेको भनिएका बेला नेपालस्थित अमेरिकी दूतावासले माओवादीबाट प्रतिनिधित्व गर्ने मन्त्रीलाई भिसा उपलब्ध गराएन ।

अमेरिका प्रवेश गर्न भिसाका लागि गत सोमबार दूतावासमा आवेदन र्फम पठाएकी मन्त्री भुसाललाई अन्तर्वार्ताका लागि उपस्थित हुन भनिएको थियो । 'मलाई अन्तर्वार्ता लिन मेरा निजी सहायकमार्फत बोलाइएको थियो, मैले परराष्ट्र मन्त्रालयमार्फत कुरा पनि गरेँ, तर अन्तमा भिसा पाइएन,' ब्राजिल जानुअघि मन्त्री भुसालले नयाँ पत्रिकासँग भनिन् । कुनै पनि देशमा रहेका विदेशी दूतावासले कूटनीतिक राहदानी भएका व्यक्तिलाई सहज भिसा उपलब्ध गराउने चलन छ ।

मन्त्री भुसालले अन्तर्वार्ताका लागि दूतावासले खबर पठाउना साथ मुख्यसचिव डा.भोजराज घिमिरेलाई फोन गरी भिसाका लागि पहल गर्न अनुरोध गरेकी थिइन् । 'मैले मुख्यसचिवलाई भक्तपुरमा पार्टीको बैठक भइरहेको स्थानबाट फोन गरेर परराष्ट्र मन्त्रालयमार्फत बुझ्न अनुरोध गरेकी थिएँ,' भुसालले भनिन्, 'परराष्ट्र सचिव ज्ञानचन्द्र आचार्यले यसबारेमा अमेरिकी राजदूतसँगै कुराकानी गर्नुभएछ । तर भिसा पाइएन ।' उनले ब्राजिलका लागि भन्दाअघि नै अमेरिकी दूतावासमा भिसाका लागि निवेदन दिएको बताइन् ।

महिला तथा बालबालिकामाथि भइरहेको हिंसाविरुद्ध ब्राजिलमा हुने कार्यक्रममा भाग लिन गएकी भुसालले अमेरिकाका लागि टिकटसमेत बुकिङ गरिसकेकी थिइन् । 'मैले तीन दिन वासिंटनस्थित नेपाली दूतावासमा बस्ने भनेर बकाइदा निवेदन दिएकी हुँ,' मन्त्री भुसालले भनिन्, 'यति हुँदासम्म मन्त्रीलाई अन्तर्वार्ताका लागि बोलाउन ढिपी गरिरहे, यो त अति नै भो नि ।' भिसाको पहलका बारेमा परराष्ट्र सचिव आचार्यले भने केही पनि नभन्ने बताए । 'यस्तो संवेदनशील विषयमा मलाई केही पनि बोल्न नलगाउनुस्,' उनले भने, 'मैले यसबारेमा तपाईंलाई केही पनि भन्न मिल्दैन ।' उनले राजदूत न्यान्सी जे पावेलसँग भिसाका लागि भएको पहलका बारेमा पनि केही बताउन चाहेनन् ।

मन्त्री भुसाललाई अमेरिकाको भिसा मिलाउन महिला बालबालिका तथा समाजकल्याण मन्त्रालयकी सचिव वृन्दा हाडाले पनि अमेरिकी दूतावासमा पहल गरेकी थिइन् । 'मलाई वृन्दा हाडाले नै एसएमएस गरेर भिसा पाइएन भन्ने खबर गर्नुभएको हो,' मन्त्री भुसालले भनिन् । तर, सचिव हाडाले भने समय अभावका कारण भिसा नपाएको प्रतिक्रिया दिइन् । 'हतार-हतार निवेदन दिइयो, समय नै भएन,' उनले भनिन्, 'एक-दुई दिन थप भएको भए भिसा मिल्थ्यो ।' अन्तर्वार्ताका लागि मन्त्रीलाई बोलाइनु स्वाभाविक भएको सचिव हाडाको तर्क थियो । 'तपाईंलाई पनि थाहै छ नि, उहाँ (मन्त्री भुसाल) हरूलाई अमेरिकाले अझै टेरोरिस्ट ट्याग हटाएको छैन,' हाडाले अमेरिकी दूतावासको बचाउ शैलीमा भनिन् ।

यसअघिको सरकारमा रहेका स्थानीय विकासमन्त्री (हालका कानुन, न्याय तथा संविधानसभा व्यवस्थामन्त्री) देव गुरुङलाई पनि अमेरिकी दूतावासले अन्तर्वार्ताका लागि दूतावासमा बोलाएको थियो । 'देशको मन्त्रीजस्तो व्यक्तिलाई कुनै पनि दूतावासले अन्तर्वार्ताका लागि बोलाएको शोभा दिँदैन,' नाम उल्लेख नगर्नुहोस् भन्दै अनुभवी एक परराष्ट्रविद्ले नयाँ पत्रिकासँग भने, 'यसको तन्तु राजनीतिसँग पनि जोडिन्छ ।'
दुई महिनाअघि माओवादी सभासद् रूपा चौधरी (कैलाली) र पार्वती थापा (गोरखा) लाई पनि अन्तर्वार्ता दिन दूतावास नगएकै कारण भिसा उपलब्ध गराइएको थिएन । 'असोज २ गते उड्नुपथ्र्यो, तर अन्तर्वार्ताका लागि दूतावासमै हामी गएनौँ,' गोरखाकी सभासद् पार्वती थापाले भनिन् । तर, उनले पुरानो प्रसंग भन्दै थप केही भन्न चाहिनन् ।

This kind of mantri does not worth to come to USA. They more irritates Nepal and Nepalis, Even Prachanda's visit to USA did not make sensce to most of the Nepal and international community. Stay home lady, you all are killer group. Do not cry, thats how you worth.

There must be reasons for visa dening. I guess one of the strongest probablities  be YCL members in her visa list.

I think This is the example of negligence in applying Visa from government part. They may not have fullfil the criteria of VISA policy. Do you know former US president Carter and Kofi Atta Annan who is former  Secretary-General of the United Nations were refused entry visas for Zimbabwe to assess the humanitarian situation. http://news.bbc.co.uk/2/hi/africa/7746229.stm. this could be a political reson.

why all Maoists one after another want to visit USA after winning election ? Why not other countries like Canada, Australia?  Hamile election jityo bhane VISA free ma paucha... mentality

I personally do not subscribe to Maoist ideology and have been cynical about their position. But the matter of fact is that they are the legitimate government of Nepal. I would have praised US embassy's decision to deny them visa for not meeting specific criteria. As a citizen of Nepal, I am disappointed and think that it is absurd and degrading to call sitting minister for interview in-person. I, for one, find it humiliating to call our minister (it's a position not a person) to an interview and deny visa for that apparent reason.If  I were asked, I would have provided thousands of reasons for denying visa to Maoists :)

Providing "material support" (as much as food or drinking water, even at gun point) to a terrorist organization disqualifies a person from asylum in the United States. Peole who were forced to contribute money to Maoists are currently languishing in a limbo in the United States after appying for asylum. This is less about asylum and more about "(in)admissibility."

Why should the US government allow these perpetrators of crime to come to this country, albeit for a few days, while denying asylum to their very victims is beyond me. I still can not understand Prachandey's visit.

Killing more than 13,000 of your citizens does not make you eligible to go anywhere you want.

And, while insulting the United States in every breath as "imperial," 'burgeoise' greedy capitalists, "punjibaadi," these suckers' first deestination is the United States. Shameless people!

The news did not mention about the cause of visit to USA. If that is her personal visit, she can not use diplomatic passport for necessary visa. She should use national passport (green) for personal visit.

 and sending the list(NAME) doesnot help you to get Visa. She should go to US embassy just like any other Nepalese. I am sick of these politican tyring to look like "better than ordinary Nepalese"
